Problem:

January is the busiest month for the Department of Defense’s Reserve Health Readiness Program (RHRP) initiative. The lion’s share of delivering clinical services to reservists is in rural areas, geographies that lack the required resources and infrastructure to attend to military health readiness needs and preparedness.

Additionally, January 2022 was particularly challenging, with Omicron surging while little was known about the COVID variant’s virulency. Airlines were canceling half of their flights due to employees falling ill. FedEx, UPS, the same. Healthcare staffers were beginning to resign. Employees everywhere were leery of returning to work. The federal and state governments were considering returned lock-downs.

As an added obstacle, massive snowstorms blanketed the US between January 6th and January 10th, just as the Department of Defense (DOD) needed military medical services deployed across the US (20 plus states). The country was at a standstill. No supply shipments. No personnel travel. Many roadways closed by the Department of Transportation to commercial traffic.
